My Microsoft 365 sharing links keep sending people to Request Access

Microsoft 365 sharing links fail when link scope, file location, and recipient account do not align. A pre-send check prevents Request Access loops.

This is a workplace problem tracked in Microsoft 365 Productivity Workers. Below is the solution path currently available for it.
